Currently, the province has about 17,000 rural industrial production facilities. Over the past time, sectors and localities have actively reviewed the current situation and development requirements to identify effective solutions to support enterprises and production facilities to overcome the shortcomings and limitations of the rural industry such as: Most rural enterprises and production establishments still face many difficulties in new investment, production expansion and technological innovation; due to the impact of the epidemic, the economic recession, the fluctuating prices of some raw materials and production inputs (coal, electricity, gasoline, oil...), a number of industries face many difficulties, the product consumption market decreased, affecting production, business, investment and development of enterprises in the area... To overcome this problem, the Department of Labor – War Invalids and Social Affairs has promoted the association with enterprises and production facilities to switch from training workers according to available capacity to training according to the vocational training needs of rural workers and the requirements of the labor market; focused on training the professions that enterprises commit to receive workers after graduation, including: garment, electricity, electronics... From 2020 to now, through industrial promotion programs and projects, the Department of Industry and Trade has coordinated with localities to organize training classes in textile, carpentry, and handicraft production for workers at rural industrial establishments. The Department of Science and Technology cooperates with the Department of Industry and Trade to take advantages of capital sources to support hundreds of enterprises producing key commodity groups, having value chain linkages with farmers in agro-forestry- aquatic products production and processing in rural areas, innovate technology, apply science and technology to improve product quality to meet partners' technical standards, build brand and reputation, develop domestic and foreign markets.
In addition, the province, departments, branches and localities will strengthen support for enterprises and craft villages to establish industrial property rights, develop intellectual property, meet the needs of international integration with reputable products ans brands in the market such as: A set of products made from turmeric of Hoang Minh Chau Hung Yen Co., Ltd (Khoai Chau); silver jewelry set of Phu Ung Silver Carving Cooperative (An Thi); a set of products of bee pollen, honey and royal jelly of Danh Vi Honey Co., Ltd (Me So commune, Van Giang). Every year, the Department of Industry and Trade and localities have well organized a rural industrial product selection program on typical rural industrial products in the province. The selection for typical rural industrial products has opened up the opportunity to discover and honor many rural industrial products with high quality, high use value and potentials for production development. From 2019 to now, the Department of Industry and Trade has coordinated with the Department of Agriculture and Rural Development to focus on training, guiding and supporting businesses to carry out the One Commune One Product (OCOP) Program to invest in enhancing product brands, promoting the development of key products and the strengths with high added value of the locality.
Along with that, the province directs departments, branches and localities to promote administrative reform and synchronous infrastructure development, meeting the requirements of promotion and attraction of businesses to invest in industrial production development and handicrafts in rural areas. In which, focusing on investment in construction of industrial clusters; maintaining and developing stably production activities of craft villages; actively multiplying, bringing new jobs to the countryside, forming many concentrated production areas; promoting location advantages, exploiting local raw materials sources to form and develop craft villages. In 2021, craft villages have achieved a production value of over VND 7.3 trillion, created jobs and increased incomes for 45,000 rural workers.
Developing rural industrial products not only solves many important problems in rural areas such as poverty reduction, employment, social security, etc., but also creates a driving force to promote production development and improve competitiveness for rural industrial products, which is an important solution to help localities fulfill the criteria in building newly advanced rural areas, newly model rural areas, towards the goal of stable and sustainable socio-economic development. In the coming time, branches and localities need to actively research, supplement, complete and well implement mechanisms and policies to encourage investment in developing industrial production and handicrafts; well carry out plannings on development of industrial clusters, master plans on development of rural industries; create conditions for the development of small and medium-sized enterprises and cooperatives in the fields of industry and handicrafts; strengthen the management of environmental protection and handle environmental violations by enterprises and production facilities in rural areas; promote supporting vocational training and new job transplantation to create jobs and increase incomes for workers.
