PAPI index, Hung Yen province made a breakthrough

Breakthrough in PAPI index 2021

PAPI index 2021 was identified based on 8 dimensions, 29 sub-dimensions and over 120 criteria. 15.833 Vietnamese citizens were randomly chosen among 63 provinces and cities in the country.

Working hour in the provincial center of Public service administration and administrative procedure control

One of the dimensions that Hung Yen province reached the highest point was "Transparency in Local Decision-making" with5.859 scores, ranked the 6th nationwide and rose 35 rankings compared to the previous year.

This showed that government levels paid attention to disclose and publicize the information in order to satisfy the "rights to know" of the people, especially issues directly related to people's life such as: poor household evaluation, rural development planning; collection and payment of local budget.

The dimension of "Control of Corruption in the Public Sector" reached 7.540 points, ranked the 5th nationwide and increased 30 positions compared to 2020. This result showed that residents were taken better care when receiving treatment in public hospitals and administrative services are disclosed.

Noticeably, while the dimension of Environmental Governance in 2020 stood last in 63 provinces and cities, in 2021, the authorities and functional departments implemented solutions to protect the environment and improve the air and water quality. Thus, this dimension climbed 40 rankings compared to the previous year. The dimension of "Public Service Delivery" reached 7.504 points, ranked the 6th out of 63 provinces and cities and climbed 19 positions. The dimension of "Participation at Local Levels" belonged to the highest score category in the country with 5.403 scores, ranking the 5th and increasing 9 positions compared to the previous year.

On the contrary, in 2021, there were sub-dimensions that people were not satisfied such as: Residents could not give feedbacks to the planning and the plans of land use in some localities; public service quality in the health care sector was inferior…

Strive to improve rankings of PAPI index

The ranking of PAPI index in 2021 reflected the results of efforts and determination of the province in improvement of quality of each dimensions. Specially, as the responsible unit of administrative reform of the province, the Department of home affairs is active in exploiting the database of PAPI index; consulting the specialists to analyze each sub-dimension; evaluating subjective and objective reasons and seeking the appropriate solutions to the low-scored dimensions; accordingly, advising the provincial people's committee and the steering board of administrative reform to assign tasks to each department and locality to implement.

Year 2021 is the first year to execute the Resolution of the 19th provincial Party congress and implement the general program of state administrative reform for 2021-2025 period of the Government. The provincial party committee, the provincial people's committee and Chairman of provincial people's committee  gave important directions on the administrative reform such as dimension of Public Administrative ServiceSatisfaction; the plan to apply information technology in the activities of state agencies, develop digital government and ensure network information security in Hung Yen province in the 2021-2025 period…

The provincial People's committee requested heads of departments, sectors and localities to focus on dissemination on public administration and administrative procedures; maintain periodic citizen reception and communicate with residents and enterprises; handle comprehensively complaints and disputes…

Vietnam Fatherland front committee at all levels actively cooperates with the government and organization members well implement the ordinance on democracy in communes, wards and towns. With the active participation, till the end of 2021, 100% of the administrative agencies in the provincewere  implemented the mechanism of "one-stop-shop" and inter-agency one-stop-shop". 100% of the administrative procedures were settled by one-stop-shop mechanism. The number of administrative procedures handled by "inter-agency one-stop-shop" was 199 single administrative procedures and 4 administrative procedure group. 588 online public services weresolved at level 3 and 966 online public services at level 4 on the one-stop-shop system and provincial public service web portal.

In order for the PAPI Index to achieve higher results in the following years, the Department of Home Affairs is advising the Provincial People's Committee to: assign the responsible units of PAPI Index to review and analyze the results, limitations, clearly identify the causes and assign responsibility to each individual and organization for implementation;Continue to invest in facilities and equipment for the department of receiving and returning "one-stop-shop" and "inter-agency one-stop-shop" results ; review and cut offunnecessary documents to gradually implement administrative procedures including receiving, appraising, signing settlement results and returning administrative procedure results at one placeof the Public Administration Service center and administrative procedures control of the province and "one-stop-shop" departments at the district level; promptly handle the complaints and recommendations of organizations and individuals; strengthen the inspection and supervision of the contingent of cadres, civil servants and public employees; ensure strict implementation of administrativediscipline...
