Hung Yen: Restoring passenger transport activities

After more than 8 months of implementing the Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on safe, flexible adaptation and effective control of the Covid-19 epidemic, passenger transport activities in the province have returned to normal, but the recovery speed is still slow, the demand for using passenger vehicles of people is still quite limited....

After more than 8 months of implementing the Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on safe, flexible adaptation and effective control of the Covid-19 epidemic, passenger transport activities in the province have returned to normal, but the recovery speed is still slow, the demand for using passenger vehicles of people is still quite limited....

Passenger transport activities in the province have been gradually restored but still faced many difficulties

Implementing the Resolution No. 128/NQ-CP of the Government, the province has allowed road transport vehicles to operate again with normal frequency, simple and clear medical control mechanism such as: Passengers follow 5K rule in the epidemic prevention, bus stations and vehicle owners disinfect after each trip… However, due to the fear of the epidemic, the number of passengers is still quite small so far. According to statistics from the Department of Transport, the province currently has 643 passenger and cargo transport business units. Of which, 250 inter-provincial fixed-route passenger transport routes have been planned by the Ministry of Transport. The units are operating 90 routes with 206 vehicles; there are 9 neighboring bus routes in operation with 147 buses going to Hanoi and the provinces: Ha Nam, Thai Binh and Hai Duong; there are 26 taxi companies with 1,305 vehicles; 599 passenger cars under contract.

From March 2022 to now, fixed route passenger transport businesses in the province have put their cars into operation again. However, due to the shortage of visitors, the frequency of operation of the units is only about 40-50%, only 100/250 inter-provincial routes have been exploited. In which, there are many cars leaving the station without customers. This leads to a very slow recovery rate of road passenger transport, transport businesses struggling with the problem of stopping or holding operations.

To accompany and support businesses, with the role of state management, the Department of Transport has implemented solutions to remove difficulties, such as certifying vehicles to stop working as a basis for road maintenance fee exemption and reduction; requesting bus station owners to maintain operation registration at the terminal for vehicles that are temporarily suspended due to reduced frequency of trips; accepting to adjust means and routes according to the actual transport needs of each unit; proposing banks to deploy loan packages to support transport businesses…

Along with carrying out solutions to support businesses, the Department of Transport has promoted propaganda and mobilization of transport businesses to comply with the provisions of the law on road transport. At the same time, strengthening patrol and control; developing a plan to inspect contract vehicles and fixed route passenger transport vehicles to pick up and drop off passengers at the wrong places, improperly implementing the driving chart according to the route operation plan approved by the route management agency; strictly handling according to regulations for violations.

Inspectors of the Department of Transport have also coordinated with relevant functional forces and units under the People's Committees of districts, town and city in inspecting and handling violations of passenger transport activities by cars in the province... Through the inspection and monitoring from the cruise monitoring device, in the first 6 months of the year, the Department of Transport has revoked the passenger transport business license indefinitely for one transport business, recovered badges of more than 1.2 thousand vehicles.

Mr. Do Van Hoa, Chairman of the Board of Directors of Hoang Thang Transport and Trading Co., Ltd (Van Giang) said: In the context of complicated epidemics, people's demand for public transport services is still limited, cautious, causing transport activities to recover very slowly. Currently, the company only operates 30% of the existing vehicles to meet the travel needs of the people and maintains operation according to regulations. But every month, we have to make up for losses because revenue is not enough to spend when the number of passengers is small, while costs such as tolls expenses, driver assistant’s salary and especially gasoline and oil prices are increasing, the car must be equipped with measures to the epidemic prevention, which is quite expensive…

More than two years after the outbreak of the Covid-19 epidemic, road passenger transport businesses were almost "exhausted". Many businesses have to limit spending, cut contracts to be able to pay salaries to "retain" a team of professional drivers that are difficult to recruit. In addition, the rate of operating vehicles is only 40-50%, which means that the remaining vehicles are forced to gather in the parking lot under the sun and rain, leading to degradation and severe damage. However, vehicle costs such as registration and insurance still have to be maintained because of the bank mortgage. This leads to no revenue, accumulated bank interest, the risk of falling into the group of bad debts.

It is known that to support transport businesses, the Government has conducted many support packages, but currently, it is difficult for the province's road passenger transport businesses to access the support package. The reason is that the conditions given are quite strict, businesses can't do it. In order to receive the support package under the Resolution No. 68/NQ-CP dated July 1, 2021 of the Government on a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic, it is necessary to identify corporate tax, fully carry out the tax policies of the State. However, most businesses are currently implementing the policy of self-declaration, self-calculation and self-payment of tax on the principle of self-discipline, self-determination of tax obligations... Therefore, in order to determine tax obligations, it is necessary to inspect and check from the tax industry, this is very complicated and takes a lot of time. Therefore, quickly removing obstacles is what transport businesses really expect to be able to access supporting policies to maintain and gradually restore transport activities.
