The whole meeting

At the working session, representatives of the Department of Planning and Investment reported the result of collective economic and cooperatives development in the province. By the end of June 2020, in the whole province there are nearly 1,400 cooperative groups, of which 115 cooperative groups have registered to certify cooperation contracts (in 2011, there was no cooperative group registering to certify cooperation contracts); there are 415 cooperatives, seeing an increase of 15 cooperatives as compared to 2019. The number of cooperatives' members by June 2020 is 66,096 members, the number of regular employees is 1,019 people. The contribution of the cooperative area is reflected in two areas: Direct contribution to economic growth and indirect contribution through the impact on the members’ economy. Cooperative model affects members' economy through creating jobs, reducing costs, increasing selling prices, contributing to improving incomes and reducing poverty ...

However, in recent years, a number of policies to support the development of collective economy and cooperatives are not really strong enough, not created a mechanism to promote the development of cooperative groups and cooperatives. The accounting and finance of cooperatives have not been methodically performed, the reports of cooperatives are not carried out regularly. The preparation of financial statements, production and business plans is limited. Many cooperatives are still weak in terms of finance, material and technical facilities; small scale production, so the efficiency is low. Up to now, there are 100% of the communes meeting the criteria of production organization in new-style rural areas construction.

In the 2016-2020 period, the province has performed the policies to support cooperatives’ development, such as: Training, fostering and propagandizing; supporting agricultural cooperatives to convert under the Law on Cooperatives 2012; supporting to build a new cooperative model; supporting to build the production development model and products consumption linkage for cooperatives; supporting investment in infrastructure of cooperatives ... with a budget of VND 77.49 billion.

Speaking at the working session, Deputy Minister of Planning and Investment Vo Thanh Thong suggested that all levels and sectors in the province need to pay more attention to the collective economy, promote propaganda focusing on mechanisms, policies, Law on cooperatives and replication of good models. At the same time, improving the efficiency of state management in the field of collective economy; the unity in management; training and retraining for officials and members of cooperative groups and cooperatives; developing scale, association, diversity and flexibility in raising capital. He noted the recommendations and proposals of the province in the field of collective economic development, and suggested the province to synthesize specific proposals on collective economic development in the period of 2021 - 2025.

Speaking at the working session, Standing Deputy Chairman of the Provincial People's Committee Dang Ngoc Quynh received the opinions of the mission, affirming that the province always encourages and creates favorable conditions for the development of collective economic types.
