At the central destination, it witnessed the participation of Prime Minister Nguyen Xuan Phuc, Head of the Central Steering Committee for Defense Zones; General Ngo Xuan Lich, Politburo member and Minister of National Defense....

At the Hung Yen destination, it saw the attendance of Mr. Do Tien Sy, Member of the Party Central Committee, Provincial Party Secretary, Head of the Provincial Delegation of National Assembly, Provincial Military Party Secretary; Colonel Nguyen Chi Cong, Member of the Provincial Standing Committee, Chief of the Provincial Military Command.

At the Hung Yen destination

According to the draft report to review 10 years of implementing the Resolution No. 28, the operation of the Party Committee, the Command of Military Region and Party Committee, authorities, military agencies, local departments, branches and unions have met the requirements and fulfiled the tasks of construction and operation of Defense Zones in peace and war time. The potentials and strengths of Defense Zones are built and strengthened more and more firmly, meeting the requirements of the national defense both in immediate and long-term.

The construction and consolidation of political and spiritual potentials, good propaganda, education and training, fostering defense and security knowledge, creating a solid foundation to build and enhance the strength of Defense Zones are focused. From 2008 to 2018, over 47 million people have been fostered on defense and security knowledge.

The branches and localities have focused on building socio-economic potentials of Defense Zones and preparing all aspects to mobilize the national defense. In particular, attaching special importance to closely combining the economic development with the consolidation of national defense and security, building Defense Zones steadily, especially in planning and implementing the socio-economic development projects. 

Scientific and technological potentials are built and developed to create a basis for the socio-economic development, the consolidation of defense and security and Defense Zones. Defense and security potentials continue to be built, firmly strengthened, meeting the requirements of national defense tasks in peacetime and ready to respond when there are situations. 

All levels, branches and localities are interested in building the entire-people defense in association with the strong people's security posture, the provincial and municipal defense zones firmly. Military and police forces closely coordinated in the work of grasping, properly evaluating the situation, actively advising the Party and the State on the right decisions, promptly and effectively handling defense and security situations… 

In the coming time, all levels, branches and localities continue to strengthen the leadership of the Party committees, the management and administration of authorities, improve the capacity of advising the local military agencies in the construction of Defense Zones; promote the propaganda and education, raise the awareness of all levels, sectors and the whole people on the task of building Defense Zones; well prepare for mobilizing national defense of Defense Zones; improve the general quality of the local armed forces associated with the process of completing the posture of Defense Zones...

At the conference, the participants discussed the issues on: Thoroughly grasping and the implementation of the Resolution No. 28; the results, limitations, causes, lessons and proposed key tasks and solutions to continue turning centrally-run cities and provinces into firm defensive areas in the future ... 

Addressing the event, Prime Minister Nguyen Xuan Phuc emphasized: In the coming time, the Party Committee and local authorities continue to determine the construction of Defense Zones as a key task, give guidelines and solutions in every stage; continue to innovate and improve the practicality, quality and effectiveness of the propaganda, education and fostering defense and security knowledge for the entire population; do better mass mobilization work, strengthen citizen reception, settle complaints and denunciations; focus on building Defense Zones' potentials strongly and stably; well organize the Defense Zones practice at provincial, district and commune-level with practical contents; build the entire-people defense and people's security steadily, meeting the requirements of national defense tasks in the new situation; police and military forces enhance to grasp the situation, promptly consult to solve problems arising from the grassroots; improve the general quality of the local armed forces, consider political construction as a basis, attach importance to improving the quality of education and training...
