In order to effectively implement the Government's Resolution No. 01 / NQ-CP dated 1/1/2020 on the major tasks and solutions to the performance of the socio-economic development plan and the State budget estimates in 2020 and the Resolution No. 02 / NQ-CP dated 1/1/2020 of the Government on continuing to perform the key tasks and solutions to improve the business environment and enhance national competitiveness in 2020, the Ministry of Planning and Investment determines to carry out such main tasks as: To closely follow the Government's motto of "Discipline, integrity, action, responsibility, creativity, efficiency", focus on the direction and administration in 2020 of the Ministry of Planning and Investment as "Clearing the bottlenecks - Releasing the resources - Effective action" to synchronously perform the tasks and solutions set in the Resolution of the Central Executive Committee, National Assembly and Government. To continue to improve the legal framework to focus on removing difficulties, creating favorable conditions for businesses to deploy new technologies and business models. To prepare well the projects on the Laws and Resolutions which are assigned to take charge to submit to the National Assembly for approval according to the plan and finalize the documents detailing and guiding the implementation of the adopted Laws and Ordinances. To well perform the role of the leader of the Government's macroeconomic management team, work closely with agencies in monitoring, analyzing the situation, actively elaborating and updating scripts to report to the Government, Prime Minister and advise on macroeconomic management solutions, especially before new issues arising in the implementation process. To coordinate effectively with ministries, sectors, localities and relevant agencies to focus on concretizing specific solutions to create more significant changes in restructuring the economy associated with reforming the growth model, raising the productivity, quality, efficiency, autonomy and competitiveness of the economy. To study and propose strong mechanisms and policies so that the state and collective economy together with the private economy play as the core to develop an independent, autonomous economy and make social progress and equity. To renew the mechanism of mobilization, allocation and use to open up the resources for development. To effectively carry out the Law on Public Investment in 2019, the plan for public investment in 2020 and develop the Medium-term Public Investment Plan for the period of 2021 - 2025; formulate the criteria for selective foreign investment attraction and the Strategy for foreign investment cooperation in the 2021-2030 period; set up the orientation for the industrial parks and economic zones development in the 2021-2030 period. To develop practical action plans to renovate working methods and styles, improve the effectiveness and efficiency of the organizational apparatus and raise the sense of responsibility of cadres, party members, public servants and officials associated with strengthening the administrative discipline and public service ethics; prevent and fight against corruption, practice thrift and combat wastefulness. To implement synchronously the solutions to improve the efficiency and responsibility of the heads in receiving citizens, settling complaints and denunciations. To promote the innovation of content and method of leadership, direction and working style of agencies and units, especially the heads in accordance with the provisions of the Constitution and laws. To well perform the role of a standing agency in summarizing and elaborating a final report on the implementation of the 2011-2020 socio-economic development strategy and the 2021 - 2030 socio-economic development strategy and the directions and tasks of the 5-year socio-economic development from 2021 to 2025 to submit to the 13th National Party Congress.
At the conference, leaders from several ministries, central agencies and provinces discussed the cooperation program with the Ministry of Planning and Investment in the implementation of the Resolution No. 01 / NQ-CP dated 1/1/ 2020 and the Resolution No. 02 / NQ-CP dated 1/1/2020 of the Government.
