According to the Resolution, the entire territory and population of Thai Binh and Hung Yen provinces will be merged into a new province that retains the name Hung Yen. In Tan Le Commune (Hung Ha District, Thai Binh), local officials quickly prepared for the change. Hoang Van Dao, Chairman of the Tan Le Commune People’s Committee, remarked: “We recognise this as a major policy of the Party and the State for long-term, sustainable development.” As soon as the commune received the National Assembly’s official announcement, extensive information campaigns were launched for cadres, Party members, and citizens. Everyone feels ready, confident, and optimistic about the positive transformation ahead. The reorganised administrative structure will be more streamlined and operate with greater effectiveness and efficiency.
Enthusiasm is not limited to officials. Across all social strata, strong approval for the resolution is evident. In Hai Trieu Xuan Village, Tan Le Commune, Nguyen Van Son—owner of the Tien Son mat-weaving facility—said: “I am delighted by the merger of Hung Yen and Thai Binh. It is a logical step that will save the budget and harness each locality’s strengths. As a producer and business household, I hope future policies will be rational and balanced, supporting production and improving people’s living standards while fostering comprehensive socio-economic growth.”

In Hung Yen Province, information on the Resolution is being vigorously disseminated. All levels and sectors emphasise proactivity and unity as the country restructures its administrative apparatus. Doan Hai Nam, a veteran Party member in Hai Thang Commune (Tien Lu District), observed: “I fully endorse the reorganisation. It is a correct policy that will strengthen regional linkages, reduce bureaucratic overlap, and, most importantly, allow the State to serve the People more effectively.”
In Hung Yen City, Nguyen Thi Le, Deputy Director of the City Hydrological Works Exploitation Enterprise, added: “Our unit continues to operate smoothly, coordinating with the authorities to run irrigation systems for thousands of hectares of crops. I am confident the new administrative apparatus will be even more efficient, improving public services and accelerating administrative reform. Above all, we expect stable, flexible policies that quickly adapt to practical needs.”
Nationwide, the Resolution reduces the country to 34 provincial-level units: six centrally administered cities and 28 provinces, with Hung Yen Province among the newly formed entities. This strategic step reorganises development space, allocates resources more appropriately, balances regional interests, and promotes sustainable, well-rounded socio-economic development.
Localities are urgently reviewing personnel, planning administrative infrastructure, and preparing operational plans for the new apparatus. Particular attention is being paid to safeguarding the legitimate rights and interests of cadres, civil servants, and citizens to minimise disruption to social life during the transition.
