Over the past time, the people's council candidates at all levels of the province basically well implemented their roles and responsibilities in various activities. However, there are some delegates who have notfulfilled their role as representatives of the voice and wishes of the people, stayed apart from the people and are not active in calling on people to give opinions to the draft resolutions of the people's council.

In addition, recommendation settlement at some departments, sectors and localities is not timely and lacksresponsibilities. Some people's council delegates have not taken adequate time to do their tasks. Voter meeting in some workplaces and residences, voter meeting in themes and fields still have limitations. In order that the people's council delegates continue their roles as the bridge between voters and people, the role of the standing committee of the people's council and boards under the people's council is important. Thus, "the experience of increasing the responsibilities and promoting the connecting role among the People's council, voters and people, especially at the application places" was one of the issues selected to discuss at the progress meetings between the Standing committee of thePeople's council and Standing committee of the People's councilof districts, towns and cities held on Mar. 1

At the progress meetings, many good experiences and devoting opinions were raised. According to Mr. Nguyen Van Cong, Deputy Director of the Legal Department at the people's council, the people's council delegates should well implement two tasks: to honestly extend opinions, wishes and recommendations of voters to the People's council, the people's committee and competent agencies; to bring resolutions and policies of the people's council to life; propaganda and urge voters and people to understand and conduct precisely regulations of resolutions.
In order to well implement the voter meeting activities, it's necessary to have close cooperation between the Standing committee of the People's council and the Standing committee of Vietnam Fatherland Front in building the plan of voter meeting; prepare adequate content for the voter meeting as planned especially the State regulations on the related matters that voters will ask; results of recommendation settlement that was raised in the previous sessions.Each delegate should learn and prepare thoroughly documents and appropriate speech in front of voters in each locality, especially the issues that require discussion and feedbacks from voters.

Mr. Chu Tien Nam, Deputy Chairman of Tien Lu people's committee shared: From his experience, before any meeting session, the people's council delegates were responsible for and created conditions for voter meeting. In any voter meetings, opinions, recommendation and feedbacks of voters were received, demonstrated and summited to competent departments to review and settle. Most of the questions were answered and handled completely to consolidate trust of voters and people. Along with that, the standingcommittee of the people's council received citizens in the citizen reception office of the district. The delegate group of the people's council received the citizens at the reception office of the application place. The schedule of citizen reception was publicized and listed in compliance with laws. Besides, they actively contacted voters who were employees in offices, enterprises and organizations. Meeting with voters could take place at the residences or based on the business agenda.

Mr. Luu Trong Tuan, Standing Deputy Secretary of the District Party Committee, Chairman of An Thi People's Council, said that in 2022, before the regular meetings of the District People's Council, the Standing Committee of the District People's Council actively coordinated with the Standing Committee of Vietnam Fatherland Front Committee of the district to organize 5 voter meetings with 1,810 constituencies from 21 communes and towns, with 86 opinions participating. In particular, at the meetings, in addition to giving feedback, or requesting the resolution to specific cases related to the interests of individuals, there were more feedbacks on the content, the agenda of the meeting, the local socio-economic development issues such as: new-style rural area construction, site clearance, social security policies. In the coming time, the district wouldwell implementcommunication about the voter meeting activities; take appropriate measures to attract constituency from all walks of life to attend.

Mr. Tran Quoc Toan requested that, in the coming time, the Standing committee of the People's Councils of provinces and districts would continue to further innovate activities of voter meeting, especially organization and content; strengthen the voter meeting in themes; renew the way of communication and reporting in a scientific, concise and complete way; create an atmosphere of openness, democracy and frankness; spend a lot of time for voters to express their opinions and recommendations; strengthen supervision of the denunciation settlement in various forms such as: unscheduled supervision, direct supervision at the questioning session of the regular meetings; organize an explanation session of the Standing Committee of the People's Council; establish a supervisory team of the Standing committee of the People's Council including representatives of the leaders of the committees and delegations in the locality and relevant departments and committees to directly supervise at the grassroots regarding the protracted opinions and petitions that are resolved slowly. Along with that, it is necessary to improve the responsibility of receiving citizens, handling petitions, complaints and denunciations of citizens.
