In 2023, the world situation continues to become complicated, the world economy grows slowly, global production and trade face difficulties; Domestically, inflationary pressure and major export and import markets are shrinking. In that context, the Provincial Party Committee, People's Council, Provincial People's Committee, all levels, sectors, and the entire People and business community have determined to remove difficulties, restore production, and promote development. economic development, ensuring social security and people's lives.

 

According to estimates from the General Statistics Office, in 2023, the province's economic growth rate will reach 10.05%, exceeding the set plan (9% plan), bringing Hung Yen province to the 4th highest growth rate. /11 provinces in the Red River Delta, ranked 7th/63 provinces and cities in the country. This growth rate has exceeded the target of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025 (target increase from 7.5 - 8%/year). Economic structure: Industry and construction account for 61.7%; Trade and services account for 31.3%; Agriculture and fisheries account for 7%. GRDP per capita is 112 million VND. Total social development investment capital exceeded the set plan, reaching 68,793 billion VND (plan of 63,500 billion VND), an increase of 24.71% compared to 2022. The highlight in 2023 is that the province will promote the implementation of tasks and solutions to improve the business investment environment and enhance provincial competitiveness. The Provincial Party Committee and People's Committee lead and direct the synchronous, drastic and effective implementation of many solutions to reform administrative procedures, focusing on improving the quality and efficiency of investment promotion abroad. Provincial leaders have directly participated, proactively worked and called on businesses, as well as welcomed foreign delegations to promote investment in Hung Yen. The province always accompanies and promptly removes difficulties and obstacles for businesses and investors in the development process. As a result, the amount of capital attracted to new investment and adjusted to increase in 2023 reached 18,387 billion VND and 776.27 million USD (total equivalent to about 1,500 million USD). Of which, 87 new investment projects were attracted, including 41 domestic projects and 46 foreign projects with a total registered investment capital of 14,527 billion VND and 556.97 million USD. Enterprise activities have shown positive signs, 1,390 newly registered enterprises with a total newly registered capital of 22,810 billion VND, bringing the total number to 16,268 enterprises with a total registered capital of 198,396 billion VND.
 
Industrial production in 2023 will face many difficulties due to negative impacts from the decline of the world economy, shrinking export markets, increased production and business costs... Industrial production index 2023 is estimated to increase by 6.35%, up compared to the previous year. Site clearance and investment in industrial park infrastructure construction are emphasized. Paid for site clearance of about 439 hectares, of which 385 hectares have been leased. It is expected to invest in building 273 hectares of industrial park infrastructure, reaching 210% of the plan. Industrial clusters have accelerated investment progress: Of the 13 industrial clusters that have had land use purposes changed, 09 industrial clusters are implementing site clearance compensation, and 3 industrial clusters have started investment. infrastructure construction with a total area of ​​202.34 hectares.
 
Agricultural production develops in a safe and sustainable direction, the value of agricultural and fishery production is estimated to increase by 2.45% compared to 2022 (2.2% plan), the value obtained per hectare- We cultivated 238 million VND. The work of building advanced new rural areas and model new rural areas has received attention and investment, bringing a total of 113 communes to achieve advanced new rural areas and 29 communes to achieve model new rural areas. State budget collection continues to achieve good results. Total budget revenue in 2023 is estimated to reach 33,100 billion VND, reaching 144% of the estimate, of which: Revenue from export and import activities is estimated to reach 3,600 billion VND; Domestic revenue was 29,500 billion VND, exceeding 61.8% of the estimate. The results of state budget revenue exceeded the target of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025 (the target is budget revenue of 21,500 billion VND, of which domestic revenue reached 16,500 billion VND). The mobilization of investment capital for social development increased sharply. Total development investment capital is estimated at 68,793 billion VND, an increase of 24.7% compared to 2022. Actively direct the implementation of solutions to speed up the implementation and disbursement of public investment capital plans; promptly remove difficulties and obstacles and transfer capital plans between slow-moving projects and projects to fast-moving projects. Thanks to that, disbursement of public investment capital achieved good results.
Architectural and planning management is emphasized. The province is completing the dossier according to the opinion of the provincial planning appraisal council for the period 2021-2030 with a vision to 2050 to submit to the Prime Minister for consideration and approval. The management of construction activities, planning management, housing management and real estate market has been strengthened. Many large and key projects are under construction.
Service business activities continue to recover and develop after the Covid-19 epidemic, becoming an industry that makes a major contribution to the province's economic growth. In the context of many difficulties, the growth results of the service industry mainly come from the real estate business sector. The value of commercial and service production in 2023 is estimated to increase by 15.23%, exceeding the set plan (9% plan). Total retail sales of goods and service revenue in 2023 is estimated to reach 109,501 billion VND, reaching 210.5% of the plan, an increase of 74.19% over the same period last year. Trade management activities are paid attention, the balance between supply and demand of goods is guaranteed, especially gasoline and oil products during a period of scarce supply throughout the country.
Transportation infrastructure continues to receive strong investment attention. During the year, the whole province invested in more than 432km of roads at all levels, facilitating trade and meeting the people's travel needs. It is expected that by the end of 2023, phase 2 of the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway will be completed. Actively implementing construction projects to ensure progress: Road project connecting Provincial Road 387 with Hanoi-Hai Phong Expressway (Km31+100); Horizontal trunk road project connecting National Highway 39 (Km22+550) with Provincial Road 376; Road construction project on the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway. Digital transformation work is accelerated in three main areas: Digital government, digital economy, digital society; announced 1,706 administrative procedures under the province's authority to the National Public Service Portal; The province's Public Service Portal provides 628 partial online public services and 1,020 full online public services, and 141 online information services. In the province, there are a total of: 18,280 organizations and individuals participating in large and reputable e-commerce platforms, with 245,603 products and 15,307,409 transactions. The province completed connecting the National Population Database with the Provincial Administrative Procedures Information System; Complete implementation of 25/25 essential public services of Project 06; Promote the implementation of 43 pilot models of Project 06. However, besides the outstanding achievements, we need to seriously acknowledge the limitations such as: The progress of implementing infrastructure investment in some industrial zones and clusters such as: Minh Duc Industrial Park, Kim Dong Industrial Park is still lacking. slow. Agricultural cooperatives are small in scale and have limited capacity; Farm economic development in some places is still spontaneous, causing difficulties in disease management and ensuring ecological hygiene. The ability of businesses and the economy to absorb capital faces many difficulties. Credit quality decreased and bad debt ratio in the province increased. Construction progress of some traffic construction projects is still slow. The operation of the equipment and technology trading floor is not effective. The review and synthesis of the list of projects requiring land recovery and the list of projects using rice land under 10 hectares in 2023 is still slow. Illegal dumping and burning of garbage has not been thoroughly prevented, and implementation of centralized waste treatment area projects is still slow. Most rural residential wastewater has not been collected and treated to meet standards. Investment and procurement of technical facilities in the health and education sectors are still slow. Preschool and primary school teachers are still lacking compared to regulations of the Ministry of Education and Training. Some industries and fields have not proactively participated in digital transformation; Awareness of digital transformation and IT application skills of some officials, civil servants and public employees are still limited. The province has not yet built a common data warehouse to share and reuse data across sectors.
 
2024 is a key year for implementing the 5-year socio-economic development plan 2021-2025. It is forecasted that the world and regional situation will continue to evolve rapidly, complexly, and unpredictablely. Domestically, the financial and real estate markets still have potential risks of instability, inflationary pressures and rising prices of input materials, production and business activities of enterprises still face many difficulties. Natural disasters and epidemics are still complicated... are factors that adversely affect the implementation of the province's socio-economic development tasks in 2024.
 
In that context, the province determined the main goal to be: Drastically restore and develop socio-economics, control prices, and ensure major balances of the economy. Focus on removing difficulties and creating favorable conditions for businesses to develop production and business. Promote investment attraction in the direction of developing modern technology industry with high added value and environmentally friendly. Promote the construction of socio-economic infrastructure, trade services and urban areas, focusing more on key areas to promote development spread. Ensure social security policies and improve people's lives. Promote administrative reform and prevent and combat corruption and waste; ensure national defense, political security, social order and safety. The main indicators are: Total product in the province at comparative prices (GRDP) increased by 7.5-8%; Economic structure: Industry, construction 63% - trade, services 30.5% - agriculture, fisheries 6.5%. GRDP per capita is 121 million VND. Total investment capital for social development is 70,000 billion VND. Total local budget expenditure is 30,103 billion VND, of which: Development investment expenditure is 19,921 billion VND, regular expenditure is 9,052 billion VND. Maintain natural population growth rate below 1%; The poverty rate decreased to 0.71% (according to the multidimensional poverty standard for the period 2022-2025); 100% of communes meet advanced new rural standards; 30% of communes will achieve model new rural areas; 01 district meets advanced new rural standards. The rate of households achieving the title of cultural family is 92.3%; The rate of cultural villages and cultural neighborhoods reached 90.5%...
 
To achieve the above results, all levels and sectors in the province need to organize and effectively implement Resolutions of the Party, National Assembly, Government, Resolutions, Programs, and Projects of the Provincial Party Committee and Provincial People's Council. and direction and administration of the Provincial People's Committee on tasks and solutions for socio-economic development and state budget estimates for 2024. Drastically urge and support investors of industrial production works and projects, especially synchronous infrastructure investment projects in industrial clusters, to speed up project implementation. Focus on exploiting well the revenue sources, ensuring correct, complete and timely collection into the state budget, striving to complete and exceed the 2024 budget revenue plan.
 
Implement programs, schemes and projects to concretize the contents of the Provincial Plan immediately after being approved by the Prime Minister. Accelerate investment progress in the province's strategic infrastructure system, especially transport infrastructure and urban infrastructure. Implement traffic safety solutions synchronously to minimize traffic accidents, especially in passenger transport activities.
 
Focus on organizing and arranging district and commune-level administrative units in the province. Continue to reorganize the apparatus of professional agencies and governments at all levels in the direction of streamlining, effectiveness, and efficiency associated with streamlining the staff of civil servants and public employees, restructuring and improving quality. The number of cadres, civil servants and public employees according to job positions has been approved by competent authorities. All levels and sectors seriously and drastically implement digital transformation. Strengthen direction at all levels and sectors to organize and effectively implement shared information systems.
 
Urgently approve the Provincial Land Use Plan for the period 2021-2025; adjust planning and land use plans until 2030 and 2024 at district level; Proactively adjust and supplement the list of projects needing land recovery and the list of projects using rice land under 10 hectares in 2024.
 
Implement social security policies synchronously and effectively. Improve the quality of the movement. All people unite to build cultural life, develop mass sports movements and high-performance sports. Promote propaganda, advertising and promotion activities for tourism inside and outside the province. Focus on synchronously implementing solutions to ensure security, order, social safety, network information security, and effectively fight high-tech crimes; ensure safety against fire and explosion.
 
The tasks planned for 2024 are very heavy, requiring all levels and sectors to focus on directing, operating, and drastically implementing tasks right from the first days of the year.
