On the morning of April 2, the Ministry of Health announced the 219th case positive for SARS-COV-2. The 219th case has address in Chi Trung village, Tan Quang commune (Van Lam district). Before getting positive, the patient took care of her mother-in-law in the same room with 133rd case at the Neurology Department, Bach Mai Hospital. After getting the result that the 133rd case was positive for SARS-COV-2, the 219th case was immediately isolated and treated at the National Hospital for Tropical Disease, Kim Chung Campus (Hanoi) from March 25. Close contacts of this patient also have been quarantined in health facilities.
After receiving the information of the 219th patient, the Steering Committee of Van Lam district for COVID-19 Prevention and Control reviewed the entire list that contacted to the 219 patient (F2) transformed into F1 and put into quarantine in health facilities. The F3 cases were converted into F2 and put into the concentrated quarantine foundation at Van Lam district. At the same time, the Steering Committee noticed the cases must be quarantined at home; conducting disinfection spraying; advising people in the village for health self-declaration, restricting going out, avoiding gathering and cleaning houses at the residence.
At the conference, leaders of the provincial Department of Health proposed to bring all cases of F1 and F2 related to the 219th patient to health facilities and the concentrated quarantine foundation of Van Lam district. All these cases have been sampled immediately.
Speaking at the meeting, Chairman of Provincial People’s Committee Nguyen Van Phong requested Van Lam district has to quickly direct the company where the 219th case working to stop and quarantine all workers and conduct sampling for all F1 cases related to the 219th case.
For Chi Trung village, Tan Quang commune (Van Lam), it must immediately quarantine and blockade as "nobody in, nobody out"; disinfection spraying the whole village; COVID-19 Control Points in the commune must include commune leaders, police and military officers; organize for people health declaration.
Health sector of province and districts must strengthen to direct the measures to prevent and control COVID-19 under the guidance of the Ministry of Health. Branches and unions should strengthen propaganda and advocacy to help people feel secure and raise awareness in implementing disease prevention and control measures ...
The Chairman of the provincial People's Committee requested that, in case of close contact with the 133th case working in Hien Nam ward (Hung Yen city), the health sectors should continue to monitor their health. ..

DECISION
on establishing the quarantine area for prevention and control of COVID-19
THE PEOPLE'S COMMITTEE OF HUNG YEN PROVINCE
Pursuant to the Law on Organization of Local Government dated June 19, 2015;
Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;
Pursuant to the Decision No. 447/QD-TTg of the Prime Minister's on declaration the nationwide COVID-19 epidemic dated April 1, 2020;
Pursuant to the Decision No. 904/QD-BYT of the Ministry of Health on promulgating a Guidance on medical quarantine in term of Covid-19 dated March 16, 2020;
At the proposal of the Health Department in the Submission No. 531/TTr-SYT of April 2, 2020 on the urgent deployment of anti-epidemic tasks,
Article 1. It is to establish the quarantine area for prevention and control of COVID-19 as follows:
1. Quarantine area: Chi Trung village, Tan Quang commune, Van Lam district, Hung Yen province.
2. Area of quarantine area: 2.5 hectares.
3. Number of people in quarantine area: 1,404 people (921 people in 302 households and 483 temporary residents).
4. Time of quarantine: At least 28 days from April 2, 2020.
Article 2. Organization of implementation
1. It is to assign Chairman of People's Committee of Van Lam district and Chairman of People's Committee of Tan Quang commune have responsibility to organize the implementation of establishing quarantine area in Article 1 of this Decision in accordance with the provisions of the Law on Prevention and Control of Infectious Diseases in 2007 and related documents.
2. The Department of Health, other departments, agencies, unions of the province have the responsibility to coordinate with the People's Committee of Van Lam district to organize the establishment of quarantine areas in Article 1 of this Decision seriously and in accordance with regulations and ensure the highest effectiveness in the prevention and control of COVID-19.
Article 3. This Decision takes effect from the date of signing. Chief of Office of the Provincial People's Committee; Heads of provincial departments, branches and unions; Chairman of Van Lam District People's Committee, Chairman of Tan Quang Commune People's Committee and relevant units and individuals are responsible for the implementation of this Decision.
