Infrastructure Breakthrough, Transforming Appearance: During the period 2020-2025, Hung Yen province (formerly) planned and implemented 4 expressways, 27 provincial roads, and 5 large bridges crossing the Red River connecting to Hanoi. Many key projects formed a comprehensive network from industrial parks to logistics, inland container depots (ICDs), and railway stations. Meanwhile, Thai Binh province (formerly) focused on coastal infrastructure with national highways, provincial roads, coastal routes, and economic zone infrastructure. From 2021-2025, the province upgraded and expanded more than 1,100km of roads of all levels; many key projects were completed, creating momentum to attract investment and develop the marine economy.

From 2021-2025, the province upgraded and expanded more than 1,100km of roads of all levels; many key projects were completed, creating momentum to attract investment and develop the marine economy.

Urban areas have expanded, and the urbanization rate has increased rapidly, contributing to changing the face of both rural and urban areas. The former Hung Yen province has 23 areas meeting urban standards, with an urbanization rate of 48.2% (exceeding the target of 47%); the former Thai Binh province has reached 27.8% (1.3 times higher than in 2020). Many new urban areas have been planned with modern infrastructure, linking industrial zones and forming a chain of urban-industrial-service zones. During this period, the entire province has cleared over 10,700 hectares of land for infrastructure, industrial zones, and urban development; and mobilized social investment exceeding 636 trillion VND, 1.67 times higher than the previous period. The results contributed to a 9.17% annual increase in GRDP, exceeding budget revenue targets, and significantly transforming the urban and rural landscape. Mr. Tran Quang Trien, Director of the Department of Construction, emphasized: “With its diverse area, population, and characteristics, Hung Yen after the merger possesses three strategic roles: a regional center in the Red River Delta bordering Hanoi; a gateway connecting the Northern coastal region with the Northern mountainous region and North Central region; and a coastal province with rich potential for logistics, seaports, and inland waterway transport. The process of urbanization and industrialization demands a comprehensive transportation system connecting urban areas, industrial zones, logistics centers, and rural areas.”

Consensus and Expectations

According to the Draft Political Report submitted to the First Provincial Party Congress, term 2025-2030, it is determined that:

Developing transportation and urban infrastructure is a strategic task, creating the backbone for development. The goal by 2030 is for the province to complete inter-regional connectivity, increase the urbanization rate to 55-60%, and form a chain of urban-industrial-service areas along the Hanoi-Hai Phong expressway, National Highway 5, the coastal road, Ring Road 4, and Ring Road 5. Simultaneously, 39 provincial roads totaling over 760km will be renovated and upgraded, weak bridges replaced, and transportation capacity improved. Key projects such as the Ninh Binh - Hai Phong Expressway (CT.08), Hung Yen - Thai Binh Expressway (CT.16), Ring Road 5, and coastal routes are prioritized for rapid connection between major economic centers. Simultaneously, the Thai Binh seaport is being developed to accommodate 50,000-ton vessels by 2030, expanding to 200,000 tons by 2045. River ports are being upgraded to handle container transport, easing pressure on road transport. Furthermore, research is being conducted on investing in an inter-regional railway connecting Hanoi - Hung Yen - Hai Phong - Quang Ninh and urban railways, diversifying transportation methods and enhancing logistics capacity. Mr. Nguyen Minh Hung, Chairman of the Board of Directors of Green i-Park Joint Stock Company, the investor in Lien Ha Thai Industrial Park infrastructure, shared: "The development of expressways and modern seaports is a key factor in our choice of Hung Yen as an investment destination. When the infrastructure is completed, logistics costs will be significantly reduced, creating a superior competitive advantage for businesses. We especially appreciate the provincial government's decisive efforts in improving the investment environment and simplifying administrative procedures, thereby creating more impetus for strategic investors."

In urban development, the province aims to achieve an urbanization rate of 55-60% by 2030, building a modern, green, and smart urban system. By 2045, the target is 70-75%, aiming to become a centrally-governed city or a special-class city, a major industrial, service, and logistics center south of Hanoi. The chain of river-coastal-industrial urban areas including Hung Yen - Pho Noi - My Hao - Thai Binh - Quynh Coi - Tien Hai will be developed in an integrated manner, prioritizing green space of 12m2/person, a separate system of regulating lakes and drainage, and improving the quality of life. According to the Director of the Department of Construction, Tran Quang Trien, to realize these goals, the construction sector will focus on advising and managing planning effectively, prioritizing projects that connect regions, accelerating the progress of infrastructure renovation and upgrading, and identifying land clearance as key. At the same time, it will mobilize social resources, attract strategic investors; and emphasize the application of modern technology in the management and maintenance of construction projects, and develop high-quality human resources to meet the requirements of building smart cities.

The First Congress of the Hung Yen Provincial Party Committee, for the 2025-2030 term, is not only a major political event but also affirms the strong will and determination of the entire Party Committee, government, and people to strive for progress. With a strong aspiration for development, Hung Yen has the foundation to realize its vision of becoming a new growth pole, making a significant contribution to the overall development of the Red River Delta region and the whole country.
