The renowned cultural figure Lê Quý Đôn was born on July 5th, 1726 (August 2nd, 1726) in Diên Hà village, Diên Hà district, Sơn Nam Hạ province, now Đồng Phú hamlet, Lê Quý Đôn commune, Hưng Yên province. He was a great Vietnamese scholar of the 18th century. With his intelligence and profound knowledge, he left behind approximately 40 books covering almost all contemporary knowledge, which are not only of immense value in history but also in the current cause of building and defending the Vietnamese nation. In particular, his notes in the work "Phu Bien Tap Luc" about the Paracel and Spratly Islands when he served as Deputy Governor and Military Advisor in Thuan Hoa (in 1776) are the basis and foundation for affirming Vietnam's territorial sovereignty over these two archipelagos.

The Le Quy Don Memorial Area, covering a total area of 19.7 hectares, is located in Le Quy Don commune, Hung Yen province.
The adoption of a UNESCO resolution honoring and participating in the commemoration of the 300th anniversary of the birth of the cultural figure Le Quy Don affirms the international appreciation for the scientific, cultural, and educational values of Vietnam in general, and of the cultural figure Le Quy Don in particular; thereby contributing to promoting and introducing the land and people of Hung Yen to the world.

The temple is located within the Le Quy Don Memorial Area, Le Quy Don Commune, Hung Yen Province.
This event is also a positive result of the close coordination efforts over the past period between Hung Yen Province and the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism, the National UNESCO Committee, and international and Vietnamese experts and scientists.
